Rotterdam ROCKS!: MVRDV Imagines a Vertical Ecosystem for the City

What if a building could behave less like an object and more like a living landscape?

That is the idea behind Rotterdam ROCKS!, an ambitious new project by Dutch architecture studio MVRDV that brings architecture, biodiversity and public life together in one monumental structure.

Designed for the Shift Foundation, the project is planned for Rotterdam’s south bank, where it will become the organisation’s first Shift Embassy — a cultural destination focused on making sustainability something visitors can experience rather than simply read about.

A New Kind of Cultural Landmark

Rotterdam has long been known for experimenting with architecture, and Rotterdam ROCKS! continues that tradition on an unusually ambitious scale.

The building will combine exhibition areas, conference facilities, hospitality, research spaces and extensive landscaping. Its programme will explore subjects ranging from climate change and biodiversity to water, energy, resources and more responsible approaches to construction.

Its location is equally significant. The development sits near the proposed landing point of Rotterdam's future third city bridge across the Maas, potentially placing it directly within one of the city's evolving urban connections.

But the most interesting part of the project is not simply what happens inside.

The architecture itself becomes the exhibition.

When Landscape Climbs the Building

Instead of separating building and landscape, MVRDV allows the two to merge.

Large rounded volumes rise from the waterfront like enormous pieces of rock, while terraces, gardens, vegetation and habitats wrap around and between them.

The concept extends Rotterdam's river landscape vertically, effectively creating a three-dimensional park rather than a conventional tower. Visitors will be able to move through planted terraces, cave-like spaces and elevated viewpoints overlooking the Maas and the surrounding city.

From certain angles, the project almost appears digitally generated.

Yet the exaggerated form has a purpose. Different openings, terraces and planted surfaces are intended to create varying microclimates and environments for vegetation and wildlife.

The architecture becomes infrastructure for nature.

Architecture as an Ecosystem

Underlying the project is an idea MVRDV describes through the concept of “Biotopia”, developed through research connected with The Why Factory.

Rather than treating cities as systems designed exclusively around people, the approach asks whether urban environments could function more like ecosystems — supporting biodiversity, managing resources and adapting continuously over time.

It represents a broader change taking place in contemporary architecture.

For much of the last century, sustainability was often approached through efficiency: reducing energy use, improving insulation or selecting more responsible materials.

Projects such as Rotterdam ROCKS! push the conversation further.

The question becomes not only how little environmental damage a building can cause, but whether architecture can actively contribute something back.

Materials With Another Life

That philosophy also influences the proposed construction.

MVRDV plans to incorporate reused steel, low-carbon concrete, bio-based materials and circular construction principles in an effort to reduce the environmental impact of the project.

Rather than treating materials as permanent components that eventually become waste, the project considers how they might be reused again in the future.

Water cycles, energy systems, biodiversity and the building's environmental performance are also expected to be monitored over time.

Even that information becomes part of the visitor experience, allowing the building to operate simultaneously as architecture, public space and an ongoing experiment.

A Building That Is Never Truly Finished

Perhaps the most compelling idea behind Rotterdam ROCKS! is that it is not conceived as a perfectly completed architectural object.

Plants grow.

Habitats change.

Materials age.

Environmental systems adapt.

The architecture is intended to evolve with them.

It feels particularly appropriate for Rotterdam — a city whose contemporary identity has been shaped by constant rebuilding and experimentation.

Rotterdam ROCKS! is currently scheduled to open in 2032.

Whether every aspect of this extraordinarily ambitious vision can ultimately be realised remains to be seen.

But as an architectural idea, it offers an intriguing glimpse at where urban design may be heading: away from buildings surrounded by nature, and towards buildings that become part of nature themselves.
